Have guts
Observe successful men! What do they do different than you? The first you'll notice is that they are totally confident. They do not worry how a woman will react when they approach her. They just do!
How bad can it get? Rejection. But how terrible is that really? Men that are more lucky with women just take more risk than you. That attracts women.

And you know ... these cuties may not get that much attention from men as you think. Why? Because a lot of men do not even give it a try as they assume that such a beautifull woman definitely will be taken already. Who says so?

Compliment her
It sounds too easy, but do compliment her. Even if you think that it's so overdone.
A human (give it a thought) can have a lot of compliments before thinking "hmmm ... this is too much of a good think". Look at the lady and name something that you really like about her.

Listen to her
You know your own story well enough. It's not new to you that you are handsome and tough. So why would you be talking all the time.
Show some interest in her story. Ask open questions (so not the "yes" or "no" ones). Instead of asking "Do you like to be on the razzle" make it "Where do you like to go out?".
Don't let yourself be drifting off to the game that you'll be watching tomorrow. Listen to what she says and ask for detail now and then. "So you love to dance. I can tell because you're moving gracious too so no surprise! Where did you learn this?", she'll like you for that! As a matter of speaking, you don't have to tell anything yourself, and still she'll be all enthousiastic about you and will remember your chat as being very pleasant.

Look after yourself
Look at successful men. What do they wear? Take them as an example. It doesn't have to be expensive.

If your using perfume, then use quality stuff. Armani is a lot more seductive than a cheap version that you bought in the supermarket.

Be alert
Yes, women love a present! Even if we say "You really should not have done that", we love it. And we love romantic gifts. Roses and earrings still work.
A raincoat or a flat iron are useful and we will act as if it's a great gift. But you're losing points on our priority list.
We also love to find a little sweet note in our lunchpackage, or the mark of a little kiss on the badroom mirror.
We also love to receive cute text messages. (Keep the dosage limited. We do not want to find you a creep and a possible stalker.)

Humor
Make us laugh. A good joke or a funny story is always handy to have at hand. Practice some jokes with your sister or her schoolfriends to see what type of jokes we like better than other.
